INCENTIVE FOR RETURNING TO EMPLOYMENT (TEMPORARY LABOR SUPPORT)

Under the provisional article 27 of Law No. 4447 In case of rejection of the applications of our citizens who lost their jobs between 1/1/2019 and 17/4/2020 while working with or without notifying the SSI to be employed at the workplace where they last left or to the workplace where they currently work without notifying the SSI, Temporary workforce support of 34.34 TL per day will be provided to their households until the end of the termination ban applied within the scope of the temporary article 10 of the Law numbered 4857.
Support Conditions
Applicant has to;
- a) Be a citizen of the Turkish Republic as of the date of application,
- b) Be completed the age of 18 as of the application date,
- c) Not being registered in the monthly premium and service documents notified to the Social Security Institution or in withholding and premium service declarations as of 1/10/2020,
ç) No retirement or old-age pension from social security institutions as of the application date,
- d) Employment with or without notification to the Social Security Institution and the termination of the work or service contract in the period between 1/1 / 2019-17 / 4/2020 or continuing to be employed without notifying the Social Security Institution as of 01/12/2020,
- e) In the period between 1/1 / 2019-17 / 4/2020, the employment or service contract has not been terminated within the scope of the sub-clause (II) of the first paragraph of Article 25 of the Law numbered 4857 and in accordance with the relevant provisions of other Laws and in accordance with the rules of ethics and goodwill and similar reasons,
- f) Those whose work or service contracts were terminated in the period between 1/1 / 2019-17 / 4/2020 and without notification to the Social Security Institution, as of the date of entry into force of the provisional article 27 of the Law No. 4447 who continue to be employed are rejected by the employer within 30 days following the effective date of the same article to the private sector employer whose employment or service contracts have expired or the last private sector employer they are currently working with, and their application to the Agency through the e-Government system,
In the month when the support is provided to those living in the household of applicants who meet these conditions;
- a) No income or pension from social security institutions,
- b) Not benefiting from short work allowance, cash wage support, unemployment benefit, job loss compensation, part-time work allowance or wage guarantee fund,
- c) Not benefiting from active labor force courses or programs organized by the Turkey Employment Agency,
ç) Not being insured under sub-clause (a), sub-clause (b) and sub-clause (c) of the first paragraph of Article 4 of Law No. 5510,
- d) Not being employed subject to the funds within the scope of provisional article 20 of Law No. 506,
- e) Not benefiting from regular social benefits / pensions,
- f) Determination by SYDVs as appropriate as a result of the assessment to be made within the scope of emergency within the scope of Law No. 3294.

Application Process
In order to benefit from temporary workforce support, those who meet the above-mentioned conditions must apply through the "Temporary Workforce Support Application" service on the e-Government system.
Application dates are 2/12/2020 - 31/12/2020.
Applications are received only via e-Government.
Payment Process
The month of first support is December. After the applications end, the necessary examinations will be made regarding the above-mentioned qualification conditions and from the end of the following month, the payments will be transferred to the person's own IBAN at the time of application by transferring or EFT, and for those who have an incorrect IBAN or who do not report an IBAN, they will be transferred to PTT with their ID number.
Support Amount and Duration
The support amount is 1,030.20 TL per month and the remaining amount will be paid to the individuals after the stamp tax is deducted from this amount.
The relevant Law article entered into force on 01/12/2020 and the support application started from this month. The support will be provided not exceeding the termination period specified in the provisional article 10 of the Law No. 4857.
